What a vote can still change

The Phoenix Directive’s treasury was set up by proposal 4822, and it and the Terra Liquidity Alliance are paid through that votes created. Its charter says “Terra Governance can vote to stop the funding of the Directive treasury” (charter ↗).

This page lists what a vote can change about those accounts today, with the proposal that would make each change, checked against the chain. It does not recommend any of them.

Each alliance earns a share of every block’s staking rewards set by its reward weight, and the alliance module stakes LUNA on validators for it in the same proportion.

What a vote can do. Set an alliance’s reward weight to 0, or to any lower value. At 0 it earns no staking rewards and the alliance module stakes no LUNA for it. The holders keep their alliance tokens, and a later vote can raise the weight again. Deleting an alliance outright is refused while tokens are staked in it, so the weight is the lever. Proposal 4823, one of the Phoenix Directive’s own, set two older alliances to 0 this way.

Governance is listed as a vetoer of any action, of any size, at any time; actions above $300,000 (or $1,000,000 in 30 days) also wait 0 days for it. The contract also names governance as its veto owner.

No action is open right now.

How the veto was checked
The gov module cannot be simulated as a sender, so the contract’s own veto check was dry-run with other senders on action #112: from the Veto Multi-Sig, a listed vetoer, it was accepted and moved no funds; from an address that is not listed, it was refused (“Sender is not allowed to veto terra1zmhkrt3axnye53d8uwdhkfrq04yk0lfudhw5zdkzqk9mqu9el4zssezv60”). Governance is listed in the same way, with no minimum size. The contract also has calls named clawback and update_veto_config. Dry runs refused both from Phoenix Directive proposal submitter terra1…lgzl, Phoenix Directive Veto Multi-Sig terra1…00gr, Phoenix Directive Stewardship terra1…ppjg. Its source code is not public, so which address may make those calls is not confirmed here, and no proposal for them is offered.

What a vote can do. The chain’s wasm module lets governance act on any contract (wasmd v0.54.9 ↗, the version the chain runs). A vote can remove a contract’s admin: afterwards no single address can replace its code (today 7 of these 7 are held by one key), and only a vote can. Balances, roles and settings stay as they are. A vote could also name a new admin, but not governance itself: the chain refuses an admin change whose sender and new admin are the same.

What “accepted in a dry run” means

  • Each proposal was submitted to a node in simulation: unsigned, with no deposit, and never broadcast. The chain checked that every message is well-formed and that governance is its only signer. It checks messages before the deposit, so a refusal for the missing deposit alone counts as accepted.
  • A dry run does not run the messages. What they do is read from the modules’ source code: alliance v0.4.0 ↗ and wasmd v0.54.9 ↗, the versions the chain reports.
  • A proposal still needs 5,000 LUNA of deposits, 7 days of voting, 30% quorum and a majority, as any other.
  • Figures are read 23 Sept 2026 and refreshed every half hour; staking rewards are an estimate from the alliances’ weights.
